5 minutes costs 5.20 10 minutes cost 7.20 $20 gets you 42 minutes

Explanation:

for 5 and 10 multiply the number of minutes by the price per minute then add 3.2 base fee. 5*.4=2 +3.2=5.2 10*.4=4 +3.2=7.2

For $20 subtract the 3.2 base fee (16.8) and divide that by the .4 a minute fee to get 42 which would be 42 minutes.
