What are the claims that foreign policy and domestic policy are two faces of the same coin

In some ways, it's perplexing since they appear to be two distinct pursuits. In another sense, it's a self-evident truth, since you can't do one without the other for very long until either of them succumb to the pressure. I also believe that this is simply an endeavor to compress anything which can be further split.
