The rate of change is always the same.

Item a:

x = 2 to x = 5 -> y = 1 to y = 3. Rate of change of 2/3.

We can look that for each point, when x changes by 3, y changes by 4, so the rate of change is the same and this set of points represents a linear function, and the answer is option b.
