Each one of the thirteen colonies had a charter between the colony and the King of England or Parliament, or a written agreement. CHARTERS of royal colonies were given by the king for direct rule. A COLONIAL LEGISLATURE was chosen by men holding property. But governors were appointed by the king and technically had almost full authority.
