f(x)= 3x - 5 when it is translated 6 units up

Translating a function a units is adding a to the function. So


3x - 5 + 6 = 3x + 1

Horizontal stretch by a factor of 3/2.

This means that
g(x) = f((2x)/(3)), that is. So


g(x) = 3((2x)/(3)) + 1 = 2x + 1

Then

g(x) = 2x + 1
