you simply need to substitute -3 in place of x and perform

the calculations. f(-3) = 7(-3)^2 - 4(-3) + 3 bec x is equal to -3

Now use PEMDAS

f(-3) = 7 * 9 + 12 + 3

multiply 7 and 9

f(-3) = 63 + 12 + 3

add 63, 12 and 3

f(-3) = 78

So, when x = -3, the value of the function f(x) = 7x^2 - 4x + 3 is 78.
