by definition,

"The angle of incidence, in geometric optics, is the angle between a ray incident on a surface and the line perpendicular to the surface at the point of incidence, called the normal."

in this case, the angle is between the y axis( normal) and the light( line) that is moving before the point where it moves through a new medium( x axis showing a different medium )
