My best guess is coal.

You can immediately eliminate hydropower.

It's not solar/wind they're some of the most efficient.

but this is where it gets tricky because it depends on the region whether more water is used for bio or coal. Also, you have to consider if they're counting renewable biofuels in bioenergy, but since they specify it as irrigation, I would eliminate this answer as well.
