I have had jobs where extensive training is required, as well as simpler jobs where you just show up and someone tells you what to do.
I have served many years in a support role in bushfires and floods. I've done first aid in the field, delivery driving, catering, booking accommodation, and general office support and field support, for individual bushfire and flood incidents.
A lot of natural disaster relief is organised and planned before the event occurs. There are government organisations preparing for such events, should they occur. There are already “boots on the ground" even before a cyclone hits, or flood waters rise. eg that basketball stadium the townsfolk are evacuated to, has already been equipped with food, water, bedding, medical supplies. It is already staffed with people who know what they are doing.
