Answer:

y =
(7)/(5) x + 4

Explanation:

Perpendicular slopes are opposite reciprocals.

So the slope is 7/5

Us the slope and the point to find the y intercept

m = 7/5

x = -5

y = -3

y= mx + b

-3 = (7/5)(-5) + b

-3 = -7 + b Add 7 to both sides

4 = b

y = mx + b

y = 7/5 x + 4
