True.

The number of protons is unique for each element. Let us consider a hydrogen atom with one proton. If we have one atom of hydrogen, that atom has one proton. If we have 2 atoms of hydrogen, each of the atoms has one proton. Hence, all atoms of a particular element have the same number of protons.
