I'm trying to solve the expression in the picture (highlighted with a red star)

It sounds like you're wondering why
(1)/(4)(6) turns into 1.5

If so, then we can convert the fraction
(1)/(4) to the decimal form 0.25

Then 0.25*6 = 1.5

In other words:
(1)/(4)(6) = 0.25(6) = 1.5

(1)/(4)(6) = (6)/(4) = (3)/(2) = 1.5
