Answer: D

It is the closest to the actual answer which is that the people migrated from villages to major cities in search of better job opportunities that had higher wages. The government also provided people with financial aid by looking at the increasing number of factories being started in major cities that were an attraction to the people living in villages which usually had lower-paying jobs and lower living conditions. The government also sought to provide financial aid as a reason to increase the production capacity of the country as a whole, which would attract foreign direct investment into the economy and lead to a higher economic growth value.
