It's all about surface temperature. When snow falls on the ground, it might fall on concrete or dirt. The ground is pretty cold because of the temperatures it is exposed to. This makes the snow melt slowly. But if it falls on someone's nose, it is falling on a surface with body temperature (97 degrees Fahrenheit). So it will melt much faster because the surface is warmer.
