(9)/(3) = 3

The slope is 3.

Use the slope of the 3 and the x and y from one of the ordered pairs given. I am going to use the point (5,3), but either point will work

x = 5

y=3 Plug these all in and solve for b

y = mx + b

3 = (3)5 + b

3 = 15 + b Subtract 15 from both sides

-12 = b

This is the y intercept
