x 2 + y 2 + a x + b y = c

x2 + y2 − 2x + 6y − 6 = 0

Steps:

x^2 + y^2 - 2x + 6y - 6 = 0

(x - 1)^2 + (y - (-3)^2=4^2

Which means...

Center = (1,-3)

Radius = 4

Or option B
