1. convert mixed number to improper fraction


-3(1)/(5)=-3-(1)/(5)=(-15)/(5)-(1)/(5)=(-15-1)/(5)=(-16)/(5)=-(16)/(5)

2. rewrite the problem


(-(16)/(5))/(-(2)/(3))

3. Eliminate negative signs


((16)/(5))/((2)/(3))

4. Apply the following property
