\begin{gathered} m\angle1+m\angle2=m\angle WXZ \\ m\angle1=m\angle WXZ-m\angle2 \\ m\angle1=81-m\angle2 \end{gathered}

Besides, we have that


m\angle2=23+m\angle1

If we replace this equation in the previous one, we have


\begin{gathered} m\angle1=81-(23+m\angle1) \\ m\angle1=81-23-m\angle1 \\ 2m\angle1=58 \\ m\angle1=(58)/(2) \\ m\angle1=21 \end{gathered}

Then the angle 1 has measure 21 degrees.
