In order to do so, we need to divide the number of votes in favor by the total number of votes.

Since there were 4400 votes in favor and 17600 votes against the shopping center, the total number of votes was:


4400+17600=22000

Now, dividing the number of votes in favor (4400) by the total number of votes (22000), we obtain:


(4400)/(22000)=0.2=(20)/(100)=20\%

Therefore, the percentage of voters in favor of building the shopping center was 20%.
