In the question, Option A and Option C are wrong because a mixed number from the first pick when multiplied by a number between 1 and 3 would give a "value" and would not certainly give a "whole number".

The right answer is Option D because the product of the first number and the second number will always give a value greater than the second number. This can easily be tested.
