This is because something called Colligative Property, which is a property that will rely on the concentration of ions or molecules. For our question we have specifically the Freezing Point Depression property, in which when we add salts on winter roads, the freezing point of water will lower, which it will cause ice to melt and it makes it more difficult to form new ice
