The general equation of the line is express as :


y-y_1=(y_2-y_1)/(x_2-x_1)(x-x_1)

Substitute the value and simplify for the y:


\begin{gathered} y-y_1=(y_2-y_1)/(x_2-x_1)(x-x_1) \\ y-(-3)=(-2-(-3))/(-2-(-4))(x-(-4)) \\ y+3=(-2+3)/(-2+4)(x+4) \\ y+3=(1)/(2)(x+4) \\ y=(1)/(2)x+2-3 \\ y=(1)/(2)x-1 \end{gathered}

So, the equation is : y = 1/2x - 1
