Notice that for each cup of concentrate Flannery adds 3 cups of water, then, if Flannery uses 9 cups of concentrate, she adds:

9\cdot3=27

cups of water, for a total of 36 cups of punch.

Now, we know that:

1\text{cup}=(1)/(4)\text{quart.}

Therefore, Flannery will make:

(36)/(4)=9

quarts of punch.

Answer: Option A.
