If a slave were to run away from their owner and enter the North, then the North would have to return the slaves. The clause helped slave owners because it prevented slaves from trying to run to the North to escape their owners.

If a slave was caught in the northern states after The Fugitive Salve Clause they would be sent back to the owners, and if they weren’t sent back the people who found them could be punished.
