we have the line

2x + y = -4

the solution of the inequality 2x + y ≤ -4

is the shaded area below the solid line 2x + y = -4

therefore

Verify each ordered pair

A) (2, 2) -----> is not on the shaded area

B) (2, -2) -----> is not on the shaded area

C) (-2, -2) -----> is a solution

D) (-2, 2) -----> is not on the shaded area

therefore

the answer is option C
