We have the decreasing rate expressed as a conversion:

\begin{gathered} 1\text{ smoker }\leftrightarrow6.21\text{ days} \\ \\ \Rightarrow(1)/(6.21)\text{ smokers }\leftrightarrow1\text{ day} \end{gathered}

In one year, we have 365 days, so we multiply each side by 365:

\begin{gathered} 365\cdot(1)/(6.21)\text{ smokers}\leftrightarrow365\cdot1\text{ day} \\ \\ 58.8\text{ smokers}\leftrightarrow1\text{ year} \end{gathered}

Answer: 58.8 smokers/year
