Answer is the first coordinate plane with four points (-4, 1) (-3, 1) (-1, 2) (4, 3)

Step by step

A function will only have one unique x input for every output. This is the only set that does NOT have a repeat x value.
If there are more than one x value, the graph will not pass the vertical line test and will not be a function. I attached an example of a vertical line test.
