Why is it important for the US government to have this type of relationship with the states and local governments?

Because the states evolved from separate colonies, which had diverse populations and different needs. The Framers of the Constitution envisioned that state governments, not the national government, would be the main unit of government for citizens on a day-to-day basis.The balance of power between the two levels has varied over time as the needs of society have changed.
