To calculate the population decrease from 2015 to 2020, we need to find 4% of the population in 2015 and subtract that value from the 2015 population

Population in 2015 = 193,000 + 5% (growth from 2010 to 2015)
Population in 2015 = 193,000 + (0.05 * 193,000)
Population in 2015 = 193,000 + 9,650
Population in 2015 = 202,650
