This will be easier to solve if we rearrange the equation in terms of y:

7x - 17y = -28

7x - 17y +28 = 0

17y = 7x +28

(7)/(17)x +
(28)/(17)

Now make y equal to zero:

(28)/(17)


-(28)/(17) =
(7)/(17)x

-(28)/(17) *
(17)/(7) (when dividing by fractions multiply by the reciprocal)
