Whats the equation of a like perpendicular to the line that passes through the given point . Y=2; (1,-3)

I am assuming that y=2 means a point (0,2) which is what my answer is based off of. If that is wrong please tell me

Slope is y2-y1/x2-x1 so we will do -3-2/1-0 = -5/1 = -5 so the slope of the original line is -5.

The slope of a perpendicular line is the negative recripocal of the original slope which would be -1/5.
