Why is 3:2 and 9:8 not equivalent

3:2 and 9:8 are both simplified as far down as they can go and yet, they do not match.

Yes 9&3 are both divisible by 3 and 2&8 are both divisible by 2 BUT, all four of them would have to be divisible by the same number.
