To me, they look like winds and rain.

Actually, from a logical point of view, when you look at them, they could be anything to anyone. Everyone is different and everyone understands things differently. Some people may think they look like feathers, wind, rain, cars even.

I believe the answer would be feathers or snowflakes. I’ve done the research on the question and I can’t get an exact answer, but it seems closest to feathers or snowflakes or trees or bushes.
