I'm guessing you're talking about WWII and the German's "extermination" of the Jews and other "undesirables"?
Hitler had a strong influence on Germany and Austria even before her rose to power. In his novel, 'Mein Kampf', he blamed the Jews for the loss of WWI, so when he became Chancellor, he made sure the Jews and other "undesirables" were depicted as inhuman. So that, most-likely, made it far easier for soldiers to shoot innocent people with no signs of remorse.
