You can calculate the likeliness of the spinner landing on blue or red as the more spins you have the more accurate the results would be. In this case after 200 spins Tiffany calculated that the spinner landing on blue has a 60% chance while landing on red has a 40% chance. Therefore this might not be fair as there is a 60% chance landing on blue.
