I would not be able to fully answer this but I do know that in some places, there is less coal and other minerals being burned which means there are less fumes being sent into the air from those minerals being burned in factories.

and in some other places, like communities and factories that are in valleys or basins. The pollution that is formed cannot escape and cause smog in other places because it is trapped. smog can only travel when the wind pushes it around.
