True industrialization didn't kick off in Russia until the late 1800s with reforms by Tsar Nicholas II and the minister of finance, Sergei Witte. Russia's economy had a notable increase between 1890 and 1910, due in part to higher exports of natural resources and the expansion of the Trans- Siberian Railway.
