Rectangle B: 5.5 inches and 4.25 inches

Rectangle C: 5.5 inches and 2.125 inches.

Rectangle D: 2.75 inches and 2.125 inches.

Rectangle E: 2.75 inches and 1.0625 inches

Explanation:

The outer rectangle has dimensions of 8 + 1/2 = 8 + 0.5 = 8.5 inches and 11 inches.

Then, the outer rectangle is divided into two rectangles, with the same dimensions, of:

11/2 = 5.5 inches and 8.5/2 = 4.25 inches.

One of these is rectangle B.

The other 5.5 and 4.25 is divided among rectangles C, D and E.

Rectangle C has the same height as B, which is 5.5. However, it's base is half of B. So 4.25/2 = 2.125 inches.

Rectangle D has the same base as C, of 2.125 inches. However it's height is half of this, so 5.5/2 = 2.75 inches.

Rectangle E has the same height as D, with base being half. So 2.125/2 = 1.0625.
