Newton's first law states that a body at rest or on a uniform motion tends to stay in its state of motion unless acted upon by an external force.

When Joe suddenly applies brakes, Mary who was moving along with the car does not experience the same braking force as the seat and tends to keep in her state of motion. That is, Mary will move forward as before and not backwards.

Thus, the given statement is false.
