is really "x", which oddly enough is the 100%, but we also know that 0.40% of "x" is 29, so


\begin{array}{ccll} amount&\%\\ \cline{1-2} x & 100\\ 29& 0.40 \end{array} \implies \cfrac{x}{29}~~=~~\cfrac{100}{0.40}\implies \cfrac{x}{29}=\cfrac{100}{~~ ( 40)/(100 ) ~~}\implies \cfrac{x}{29}=\cfrac{10000}{40} \\\\\\ \cfrac{x}{29}=250\implies x=7250
