with no missing powers, meaning including any "stepping down" values, anyhow, let's do so


3x^3-70\implies \boxed{\begin{array}{llll} 3x^3+0x^2+0x^1 + 0x^0 - 7 \\\\\\ 3x^3+0x^2+0x^1 - 7 \end{array}}

now, notice, the others were there all along, however their coefficient is 0, thus anything times 0 goes poof, however they were there all along.

some folks like to use the 1st form there, I usually use the 2nd form, but both are acceptable.
