well, the change is just 14.99 - 9.99 = 5 bucks.

now, the change in relation to the original price, that is 14.99(origin amount) which is the 100%, what is 5 off of it in percentage?

\begin{array}{ccll} amount&\%\\ \cline{1-2} 14.99 & 100\\ 5& x \end{array} \implies \cfrac{14.99}{5}~~=~~\cfrac{100}{x} \\\\\\ 14.99x=500\implies x=\cfrac{500}{14.99}\implies x\approx 33.36
