Answer: 13.3 more inches of snow fell in one day storm than normally falls in February and March combined.

February and March combined: 8.5+5.1 = 13.6

Since the question asked how much more, that means you subtract:

26.9 - 13.6 = 13.3

Explanation:

I’m not sure if this is correct or not but my thinking is that you just add 26.9, 8.5, and 5.1 together since it says “How much more snow fell in the one day storm in 2006 than normal falls in February and March combined?” And combined basically means all together.
