The area of the sitting region is 3x * 5 = 15x square feet.
The perimeter of the sitting region is 2 * (3x + 5) = 6x + 10 feet.
Since the width of the flower border is 3 feet and it surrounds the sitting region, so the total area of the flower border is (perimeter of sitting region) * 3 feet = (6x + 10) * 3 = 18x + 30 square feet.
