${3 }^(p) = (1)/(9)$

${3 }^(p) = 9 {}^( - 1)$

${3 }^(p) = (3 {}^(2) ) {}^( - 1)$

${3 }^(p) = 3 {}^{} {}^( - 2)$

p = - 2
