It is more important for a leader to have decision-making skills, while it might be helpful to have good public speaking skills it is essential to be able to make decisions. There are more ways to communicate than talking and if a team needs help it would be much more useful to have a leader that has amazing decision-making skills to lead them and help them. In case of a real emergency like a flood speaking is not as important as decision-making it could be a life or death situation. So I can conclude that decion-making skills are a more important quality in a leader.
