We are simply trying to solve: 4p/q.

p = -16, q = 4.

= 4p/q = 4 * -16 / 4 = -16. 4 below divides into 4 at top. Left with -16 at top.

Answer = -16.

so subsitute
(4 times -16)/4=-64/4=-32/2=-16/1=-16
or
(4 times -16)/4=4/4 times -16/1=1 times -16=-16
answer is -16
