It resulted in a turmoil because many nations, such as Britain, valued the monarchical hierarchical society and believed that their countries would fall into decay due to rise of the work force and abandonment of the aristocracy system.

Places like Britain or Austria or Russia still had emperors and still organized themselves in a monarchy and had a clear social class structure. They disliked the French revolution out of fear that the same thing might happen to them. That's why they started encouraging conservative attitudes and rewarding them while any attempt to fight against them would be severely punished. Since those in charge supported the French monarchy which had lost, they could easily express their lack of support for the new French order.
