Safe hands = 8 + 2%(cost of item)
Fast wheels = 4 + 3%(cost of item) > 10
Cost of item: 300

Safe hands = 8 + 2%(300)
= 8 + 6
= 14

Fast wheels = 4 + 3%(300) > 10
= 4 + 9 > 10
= 13 > 10

Safe hands = 14
Fast wheels = 13
*based on their total cost, fast wheels is cheaper than safe hands by 1.

The > 10 is merely a condition by fast wheels that in the event the sum of 4 + 3%(cost of item) is 9 or lower, then they will charge 10 for the delivery.
