Both the measurement of the BMI and waist circumference indicites that charlie have a higher than normal body fat percentage.

This usually accompanied by abnormal skinfold,not normal. So There might be some mistake in the caliper test.

Exercise routine (especially cardiovascular exercise) usually the best answer to handle this problem.
